Abstract:
This seminar analyzes Japan’s evolving approach to human security in the context of contemporary regional challenges. It highlights the initiatives of the Japan International Cooperation Agency (JICA) in peacebuilding, disaster risk reduction, and humanitarian assistance, focusing on the Philippines as a case study. The analysis examines how these initiatives align with the country’s human security priorities and contribute to enhancing resilience. Key questions explored include the benefits Southeast Asia may derive from Japan’s human security initiatives and the implications of Japan’s evolving defense posture on its role in Southeast Asia, particularly concerning the balance between human security and military capabilities. Ultimately, the goal is to provide actionable insights for Southeast Asia to strengthen its human security frameworks and effectively address emerging security challenges.
